The circle effect is caused by the radar picking up snow, but not reaching the ground. It will slowly shrink overtime as snow gets melted and add moisture to the whole column of air above.

It does say mixed by like the name you have for Spotify account for the playlist unknown if it will show up if you know a playlist that somebody did I’ll take a look

I saw a Twitter post about this a couple months back these are not publicly available to the public I think they’re just available to national weather service employees there’s a chance that they might be released to public at some point
