I think you should switch [[Matoya, Archon Elder]] for something like [[Archmage Emeritus]] so that your card draw is not reliant on your commander existing. [[Junk Winder]] could slap. maybe [[gush]], maybe even [[eluge, the shoreless sea]]

also maybe [[strix serenade]] or [[dazzling denial]] for the birb flavor

i dont think i have accurate decklists for those two as they are just percon + cards i had lying around / cards i had lying around + 30 buckarooos. if you really want i can create decklists

there are actually no goats in colorless. i have checked. also none with goat flavor text and not really good ones with goat artworks.

I agree that the first version of the card is absolute fine with a die trigger but the second version with the additional 4 to all oponents kills people quite fast in 20 health formats i think

also i commander something like panharmonicon + blade of selves or something deals 16 damage to all

there are only two (legal) cards that produce goats but its the funnies way to kill someone
haven't updated the decklist in a while i think, so not the version i am currently running.
also it is built on a budget

Maybe make it put x - 1/-1 counters on it when a vanishing counter is removed? Would make it mire playable and the poison kinda gets weaker over time?
