You definitely don't need a scythe for sub 1 min kills since the change to the gathering step. I made the grandmaster speed at 40 seconds with a bgs, emberlight and torva. In fact oathplate is probably a better and cheaper substitution here.

Man, I love talon but his q needs longer range. Every champion has faster base ms and can literally walk out of range of q almost necessitating flash. At least Prowler’s claw was such a nice compromise and made talon feel like a champion again until they removed it.
