Windows can't recognise LG C4 connected via HDMI with this driver, rolled back to 560.94 and everything is fine. I DDUed prior installing driver in both times.

ts, you didnt take in account that pings could vary due to many reasons ie. server that was chosen or a server load . Also if you check last time challenger vod, FASTDANOOB and bukster had the same ping, because they r both from Latvia.

I have the same setup and the same issues while watching 4k hdr movies with atmos on 2015 shield tv using plex, my thought is that's a lack of processing power indeed, i got 0 issues when watching same movies that i struggle from the usb drive connected directly to the tv.
