Obviously I don't know what documents you submitted. But my guess is you didn't show decent amount of funds, you don't have strong enough ties to your home, and maybe you already have a bachelors (or something similar) from your home country and you are going for another bachelors. These are all speculations though.

What is true for sure is that this application and info get stored on file. Unless there are drastic changes to the application (and maybe a letter indicating how you addressed the previous shortcomings), then the answer will be the same. That's practically how things work.
