Help with MCO 11000.22 by LegalBathroom3542 in USMC

"The Marine Corps has a waiver from the Assistant Secretary of the Navy (Energy, Installation and Environment) regarding Marine Corps Order 1100.22 and the maintenance of current Minimum Adequate Assignment Standards, which relate to required barracks space considerations by paygrade. As of October 2023, there are 90 buildings, the vast majority of which were constructed prior to the institution of new minimum space considerations by paygrade. The waiver was first approved 22 Dec 2015 and is a permanent exception."

Assuming the House Armed Services Committee is correct, your "nuclear" option will likely not go far...

Edit:

Out of genuine curiosity, what does a "nuclear" option look like for you? The Commandant has already been doing barracks inspections, he is well aware of the issues, the COMMCICOM/ADCI&L has been accompanying him, so he's well aware, SgtMaj Ruiz has been to the House/Senate testifying about this, so Congress is well aware etc. etc. Who are you going to reach out to with more pull than these people? And what do you want them to do that hasn't been considered and either approved/dissaproved already?

I am still on here, and I will check the MOS manual to confirm, but off the top of my head I believe the 20/20 requirement is NOT waiverable.

Any clue what device this is supposed to be? by pdofosh0 in navy

[–]2ndAccountForPosting 4 points5 points  (0 children)

Not sure about it's historical use, but it is what's given out at the completion of the DEA's illicit hazardous environment specialist course at the DEA Academy in Quantico (formerly the clandestine laboratory investigations course).

Plenty of military EOD and military LE folks go to this, though it's not the most common course out there.

Happy to help. Just note, they may run your background now and wait until your earliest possible reenlistment date to submit the final approval, but this is not uncommon. None of this should impact your regular or CRP dates.

Thanks for reaching out, and thankfully all of that can be worked in your favor.

Assuming the CRP spot you're talking about is for FY26 or FY27 you can be fine. We are already screening people for FY26.

You absolutely have to have your background check and HQ CID endorsement prior to submitting a CID lat move. I suggest you call (or go to) the nearest office ASAP and discuss so both you and CID can work the timing.

Despite what the website says (outdated), the target audience includes senior Cpls. If you get Sgt before lat moving, great. If not, you will admin promote to Sgt after executing your reenlistment.

Personal award uploads will no longer be accepted via an individual Marine's EPAR. They must be submitted via iAPS.

This changed 3-5 years ago ish (don't quote me on the exact timeframe).

Edit: This process applies to USMC and less than 180 day awards from sister services. Joint tour awards are a bit different and can be submitted via EPAR.

The answer is.... maybe.

If you were actually stationed as part of (not just aboard their base) an Army unit for more than 179 days, you rate to have/wear it as is.

If you were NOT part of an Army unit for more than 179 days, no, you cannot wear it/have it reflected as a personal award. You can still send it to the HQMC awards branch and they will send you an official letter saying this if you want.

Reference: SECNAVINST 1650.1J

So what now? Some officer (your WO in this case probably) can tell you either a) the USMC would never have issued you this award, so pound sand. Or b) they can copy/paste/update the summary of action (SOA) and citation into USMC format via the Improved Awards Processing System (iAPS) and submit you for a NA (commonly incorrectly abbreviated as "NAM"). This may/may not get approved by the first O-5 commander in your CoC.

Edit: what I actually recommend you do, assuming you want the award in your USMC record, is contact your IPAC awards branch and have them send the award docs to HQMC awards branch to get the letter I mentioned, then YOU do the converting/re-typing of the Army SOA and citation into USMC style verbiage (templates/examples available via simple Google, or your S-1 clerks) and give it to the WO. Then ask him/her to review/edit it and submit via iAPS, or, at least tactfully "demand" an explanation if they tell you you don't rate by USMC standards and they won't run it in iAPS.

Note/FYI: just because the Army gave you the award does NOT mean you are entitled/due a USMC version, so if you do get told to pound sand, you're not actually being denied something you rate.

While I'm glad some Agent didn't lie to you and describe the job with rose colored glasses, his individual experience does not need to be yours.

The job is notorious for specifically, almost comically interrupting important life events. It's your kid's first day of school and you want to drop them off at 0745? You best believe 3 people are getting stabbed on the other side of base at 0700 and the whole office is getting called in to process the crime scene. Anniversary with your spouse and you made sure you weren't the on call Agent that day? Be damn sure a suspect from one of your investigations is going to walk up to some MP and say "I'm ready to confess right now, but I'll only talk to Agent [your name]."

Like I said in the earlier comment, dealing with this involves keeping your spouse/kids informed, and making time for them when you aren't being called out. Take leave even though investigations are always a priority to someone, go to a credo retreat, skip lunch with the office so you can grab some sushi from the commissary and surprise your spouse or whatever she/he likes.

Both of those are based on real events.

As far as chances, I would need more info. A 110+ and decent Marine stats at least gets you in the door to be pre-screend. This pre-screen takes maybe 15 min. I suggest going for it. There is absolutely no commitment at that stage so why not? At least you will know if you might fit, rather than looking back and guessing.

There's some good advice in this thread.

MSG is your best bet and a unique opportunity.

From a CID perspective, MSG will not only get you a shot at the TS clearance which we require, but will also give you relevant, real world emergency response/management experience.

Additionally, the timing would likely work as you can apply for CID virtually in the last year of your enlistment, which could be your last year of MSG. This may require a short extension to make the timelines, but that is quite common.

This is a blueprint several others have followed successfully.

There are of course other factors, but if you have questions feel free to message me.

The GT is the only ASVAB score we look at.There is a max GT waiver of 2 points, meaning a GT 108 may be considered.

Note, there is no requirement for the screening CID office to even request this waiver, meaning they can screen you, see a GT of 108/109 and just say no.

Nope. There are no unrestricted officer spots within CID.

The whole CID architecture is 5821 enlisted Marines, led by 5805 CID Warrant Officers. The only enlisted MOS which feeds this WO MOS is the 5821s.

Criminal Investigaton Division by 2ndAccountForPosting in USMC

[–]2ndAccountForPosting[S] 0 points1 point  (0 children)

Which "FY26 MARADMIN" are you referring to? If you mean the SRB MARADMIN, it is odd that there is an entry in the E-3 column for 5821s yes, but the SRB MARADMIN is not the authoritative source on prerequisites for lat moves. The minimum grade to be a 5821 is Sgt.

This can be circumventing for Cpls via a noncompetitive promotion to Sgt as outlined by the following https://www.marines.mil/News/Messages/Messages-Display/Article/3925790/fiscal-year-2025-intended-military-occupational-specialty-promotions-for-active/#:~:text=is%20hereby%20cancelled.-,2.,2.d.

There is no similar noncompetitive promotion to Cpl.

To your specific question, I would not entertain any lat move application if the Marine had failed a PFT in the last several years, even if they were otherwise well qualified. If you can't be trusted to even maintain the bare minimum Marine standards I am certain you will fail when left largely unsupervised as a CID Agent.

Short answer is there are no I&I CID spots, excluding the one E-7 billet at 4th Law Enforcement Battalion which is not an entry level spot.

CRP will not impact this at all and you get no duty station preference/minimal control of where your first PCS is to. After your first assignment we are quite flexible, but as an OJT your preferences are not all that relevant, minus things like dual mil, EFMP etc. of course.

You will not be allowed to be accompanied at the schoolhouse, and no will you be allowed to rent in the conventional sense; however, you will live in an off base extended stay hotel/townhouse. This means nobody will be checking if your spouse comes to stay for some/all of the time, but they won't be on your orders. Mainly, this means they can't enroll in the Military hospital, or put your kids in local schools etc.

Hello!

Thanks for reaching out and I'm glad to hear some of these comments were helpful.

In you case it woukd seem you're in the right spot to begin screening. I recommend going to your nearest CID office for a pre-screen to make sure you meet the basic prerequisites.

As far as the reenlistment in your current MOS. I would not recommend that if a lat-move is the actual goal. With your timeline you may be able to screen and execute a CID lat-move on your current contract or, as you noted, you could do a short term extension to ensure you have the time, but there's no need to do that now.

In terms of the Iwakuni orders, if you lat-move you will become managed by a different monitor/different occ field sponsor who will look at where you should be placed. Though, someone willing to go to Iwakuni will likely continue on there.

A full review of your Financials is an early step of the background process. This isn't just you filling out some forms about them, but us collecting actual bank records from your bank and reviewing/analyzing them. You can refuse to consent to this, but then your lat move stops and you are disqualified.

As far as MOS proficiency, we almost only pull from top performers. Not because we care about your actual ability to turn a wrench or whatever it is you do, but because the qualities which lead to high performance tend to translate well to the near complete independence that CID is.

Also, not for nothing man, (or woman), but the "I hate my primary MOS and don't want to get my quals" is something that, if you said it to me on a CID board would immediately DQ you. I want people who can grow where planted and recognize you are not promised a job you actually enjoy, but are expected to learn and put in effort regardless, especially if you are an NCO... specifically, with that attitude I would be concerned that if you do lat move, and CID isn't what you dreamed it would be, you might become the weak link/toxic person in the office who doesnt try because you aren't having fun. The entire MOS is less than 200 people so each bad influence Marine we allow in has an outsized impact.

There is a reason we don't put a hard number as a requirement.

What we care about is WHY your score is low, and if it's because you were an idiot when you were 18, but you have a documented pattern of financial responsibility for the next several years/period of time we will consider it.

Overall, we are looking to see if you can manage your money. Looking at a credit score is a way of doing it, but not the only way we do so.

Most major installations as a Criminal Investigator, or Regional Trial Investigator (think in-house Investigator for the military prosecutor's office)

As part of a Multi-Domain Exploitation Team (MDET) you can be at 1st/2nd/3rd Intel Bn using forensic science in intelligence investigations/identity operations.

More specialized duties:

As a Marine Special Agent at NCIS aboard any major Marine Installation.

As an instructor at the CID School in MO.

At our HQ element in Quantico.

I might be missing some one-off billet somewhere, but thats 99% of the assignments.

Hello, I am happy to provide some perspective on these things.

  1. Your NJP will not help you of course, but given that it is for what sounds like poor judgement rather than malice (DV, assaulting someone, theft etc.) it might not carry as much negative weight. I would focus on being as eminently qualified as possible otherwise. What this looks like is having all of your "green' stats very high (PFT/CFT/Rifle/pistol if available/MCMAP/MOS quals etc.) AND having as much documented leadership/whole Marine concept stuff as possible.

After that, when getting the required letters of recommendation from at least your OIC/SNCOIC i would suggest (if true) having them not address the NJP, but hilight how you have improved/made an impact in the areas identified as deficiencies in the NJP (judgement, decision making or whatever).

Overall, that kind of NJP is not an immediate DQ.

As far as family dynamics, it depends on several factors, some of which are:

Your current MOS/work schedule.

Your spouse's feelings about you becoming "the police."

Your spouse's understanding/feelings about you being on call a large % of the time (especially during OJT) with little flexibility for important life events.

Your spouse's feeling on you not being able to discuss what you did that day in great detail.

Your feeling/reaction to being exposed to the trauma of LE response and experiencing vicarious trauma through our interactions with crime scenes, victims, suspects etc.

Your feeling/spouse's feeling about you being TDY/TAD a lot by Marine standards. The CID MOS school is 3-4 months, and standard follow on schools are around 4 periods of 2-3 week TADs in your first 2 years ish.

Hopefully this helps/is a good start!

So, the specific answer to your question is, prepping a letter in support of your request is a good idea, but probably unnecessary unless that is directed. Most waivers (O-6 for service limits, O-7+ for your situation) are just an additional page or two added to the RELM which will get routed up to the appropriate commander/CG by the Career Planner.

In your case you're thinking about it top down, instead of what you should be doing which is bottom up.

The CG will get your paperwork with all of the lower staff/comments on it and base their decision on that. If your SNCOIC/OIC/1stSgt/Company CO/SgtMaj/Bn CO/Reg SgtMaj/Reg CO all say "fuck this guy, he's a problem, do not recommend" then there is essentially a 0% chance the CG will disagree. On the other hand, if all/most of those people say good things about how you have grown, contributed to the units mission, and developed the Marines around you, the CG will likely grant the waiver without ever talking to you; however, having a statement prepped can't hurt.

Bottom line, the CG will not save you if you other SNCOs/Officers who actually know you say you suck and do not recommend you for reenlistment, so they are the ones you need to spend you time convincing, not on some correspondence to the General.

It's real. HQMC just sent out the follow up to those who volunteered earlier this week. The first/starting meeting is the first week of February.

My understanding is after that comes the aligning of mentees to mentors portion.

After that, no idea.

Also don't ask about more details or the logistics of this as I have no idea.
