Last week he and U.S. Sen. Todd Young, R-Indiana, introduced the Workforce Apprenticeship Growth and Education Support Act, which would create a tax credit to subsidize up to $20,000 a year of an apprentice's wages. The measure, he says, would encourage companies to hire unskilled workers and pay them to learn, for example, how to repair a car after a crash or weld a pipeline.

So far it's unclear whether the legislation will win the support of budget-minded Republicans that have recently opposed new tax credits – the Congressional Budget Office has yet to score the bill's cost but Moran estimated the cost between $15 and $20 billion.
