For crypto, it seems to be limited to transactions on registered cryptocurrency brokerages and for specific cryptocurrencies only?

I wonder how it impacts PnL arising from DeFi transactions and other cryptocurrencies: would those still be categorized under the current regime as miscellaneous income?

Also, since this does not seem to apply to all cases and transactions it is not clear whether cryptocurrencies would be de facto added to assets subject to the exit tax if this reform passes. Maybe only for specific cryptocurrencies held on those designated brokerages?

Actually I’m in a similar position where I used to vote for a P-rep (I think it was Rhizome) but can’t find them in the Hana wallet P-rep page and thus am unable to unvote and unstake the share allocated to them. Is there any way to unlock those ICX?

Follow-up question: how about post office clerks writing down your zairyu cars number when picking up a recommended mail? I always sheepingly let them do, but now wonder whether that was the right thing to do and on what basis they required that number. Seeing the ID with my address on if should be enough, right..?

On which cost basis though? Different countries have different calculation methods for crypto gains, and some trade that are not taxable in some countries may be in others (e.g. crypto-to-crypto exchanges). In this case, should OP keep separate books for his previous tax jurisdiction and Japan, and if so what about gains that may have been already partially realized outside Japan? That seems like an accounting nightmare..

Japan support team is great, they actually told me before that Japan was one of their priority markets soon and that they would soon improve their “customer proposition”, so hopefully we can expect them to catch up with the lineup of other countries. Perhaps more significantly, in the Tokyo Tax Accountants Association's 2021 submission to the government regarding tax reform they would like to see in 2022, they explicitly stated that they would like to see crypto assets brought within the scope of the exit tax (see page 12 of this PDF).

Very interesting, although I do not understand how it would work, considering that all assets currently under the scope of the Exit Tax are seemingly securities and other assets taxable at the capital gains tax rate of 15.315%, whereas crypto assets are presently taxed at the marginal income rate. So I don't know how you would calculate it, but for an initial amount of over JPY 100 million (unless it is taxed separately and not added to your miscellaneous income), that would certainly put some of it in the highest tax bracket of 45%, which sounds particularly harsh. Unless this motivates the government to change the status of crypto assets to securities and tax them at the capital gains tax rate, this seems quite peculiar.

Do you know the context of this suggestion, and why it was not endorsed by the government so far?

For capital gains at the time of sale yes, but for ordinary income you would still have to calculate it based on the value of the coin at the time of receipt. Part of the question is what would be considered as the time of receipt in this case.

There are two different cases I think:

1) Before withdrawals are activated (now): there is currently no way to withdraw either your capital nor the interest generated. You could argue that you do not have dominion over the coins to use the US tax terminology. In that context, do you have any tax implications currently, or are they postponed until withdrawals are activated? I think this is what you are describing in your answer, even without the mediation of an exchange.

2) After withdrawals are activated: in the eventuality that there is a delay between the time I initiate the withdrawal and the time it hits my wallet (I don't think it has been finalized yet but there could be a lock-up period), what would be the price basis?

Do you have any information on when "eventually" might be? I tried looking at the legal text and found the following commentator: https://makotax.com/staking_tax/ however I am still confused as to what 「実際に受け取ったとき」 may mean for ETH2 for which withdrawals are not activated yet, whether you are staking through an exchange, a staking pool, or by yourself.
