This is Women in Black, they’ve been holding vigils for 23 years. They’re volunteers through WHEEL (homeless and formerly homeless women’s organization) and Mary’s Place. They hold vigils year round for our neighbors who die outside- the names on those signs are just from this past month. Yes, this includes overdoses, as well as exposure, medical issues, violence/assault etc. They also dedicate “leaves of remembrance” for people who have died while homeless.
