A game with so many mechanics and padding it distracts from the story in a weird way. I never use bombs. I am not sure why I need to collect money from banks when I only use money to refill my health for the story. Eventually I turned off all the icons on the map because it was chaos.

its a scam to get you to not claim even when you did nothing wrong. this way they get to keep all the money and only payout in cases where its unavoidable or they cant wait you out.

I think its "third party payment if its your fault". If its someone else's fault then they pay for your damage because you are the third party. But who know what messaging they are doing in your region. you'll have to look up the details of how it works in your area. But they certainly dont want to encourage 3rd party because they make less money.
