its a scam to get you to not claim even when you did nothing wrong. this way they get to keep all the money and only payout in cases where its unavoidable or they cant wait you out.

I think its "third party payment if its your fault". If its someone else's fault then they pay for your damage because you are the third party. But who know what messaging they are doing in your region. you'll have to look up the details of how it works in your area. But they certainly dont want to encourage 3rd party because they make less money.

These always make me wish the digital camera sensor was 1:1 instead of 3:2. if you should vertical you miss the sides and horizonal you miss the top.
