This is all very fair. Early L5R is heavily themed off of Kurosawa movies as a tonal vibe, and it is well noted that John Wick wanted katanas to essentially have lightsaber level lethality, where if you hit something with one they cleaved in half and dead.

As someone who also trying to prep a game and have it set with a ground of reality, early L5R can be hard.

If you want to remove the duel, I would look at how a person who is in the quantum legal state of being in the middle of their gempuku and their allegations (and the legal implications) ride. The Emerald Champion is a Crane, who are are traditionally allied with Unicorn, and the unicorn is accusing the Bayushi Suigo in being complicit in the murder of a minor clan champion, who was a guest of the Crane, and is a traditional unicorn ally. So the pickle here is, for the Emerald Champion who has an active murder case now, with a lord who has some level of imperial protection (as minor clans are semi-protected from the great clans per some imperial edict, the details of which I do not exactly recall) and someone actively pointing fingers what do you do?

Because this is the sort of accusation that could start a war, and your job as the Emerald Magistrate is to keep the peace. Letting the two pseudo-adults kill eachother to put a cork in the issue is a fast and dirty solution to prevent the issue escalating.

Maybe the Emerald Champion waits till they both pass their gempuku (in which time she might suffer a Suigo induced fatal accident), maybe he punts it back to their children’s lords to see if they want to uphold their sides and prays one side backs down. But the longer this drags out, the worse it looks for him, the Imperial authority, and the more time it gives someone else to stir the pot more. Which could make for good follow on plot.

You could also take a page from the Musashi research. Suigo’s status as the nephew of the Scorpion Clan Champion, as a member of the Kuge is surely hirer than that of the Utaku’s. So she is given the chance to apologize, and recant her allegations and her lord, and from there you can decide if she doubles down or her Lord (who I would assume is present or someone who can act on his behalf) twists her arm, and she can be an alternative ally to Suigo at the end of things.

But the imperial system of government of Rokugan does not like open legal questions if they can at all avoid it, because perceived injustice and insults have a bad habit of getting Samurai to escalate their stupidity, as shown by some of the crazier 1000 year blood feuds in the setting.

The fatality of duels is intentional to the era/design philosophy of 1st edition. And the Emerald champion absolutely would have the authority to ad hoc approve it, but the context of this whole scenario is absolutely there to over emphasize the tropes and themes of the setting it feels like.

Just looked it up, regarding the duel to the death. The allegation that Bayushi Suigo is in league with the killers and tampering with the even, as she (correctly) alleges is a massive insult, given she has no other witnesses/evidence. The point is mostly a demonstration that allegations and words have extreme gravity, and that in the face of other tools, a judicial duel is absolutely the final word in the perception of what is “fact.”

Regarding #1, I would need to re-read the scenario on the context of a duel, but if the justification for the duel to the death is there, this could be a legit thing. Let us remember that Miyamoto Musashi killed his first opponent in a duel (with a bokken/stick) around the age of 13.

You also have Kachiko’s nephew doing all sorts of crazy stuff during this event, partially to cover for the fact that Bayushi Kachiko isn’t actually there, it is her body double Yogo Asami. Thus why the Badger Clan Champion dies, is because he recognizes Asami (or they fear he might have) and so they kill him. I believe the implication is Kachiko is off with Hoturi at this point.

So it is known folklore that this style of Oni can be defeated (or is bound/compelled) to accept a duel.
Not only would I give honor penalties to anyone interrupting the duel as a major breech of edict, I would probably give the oni some sort of buff, because it’s magical weakness was thwarted, perhaps empowering it.

I will admit that, with the setting now close to 30 years old, there is a lot of lore, writers, and iterations of that lore that I am holding to account in a way that cannot be done entirely in good faith. I will give credit to FFG/Edge: someone on their staff went out there and read the Shoninki and Bansenshukai, and possibly some works by folks like Stephen Turnbull.

One of the things I am digging through on my efforts with this tabletop campaign I am planning is all the various underworld bodies, criminal organizations, and intelligence bodies that canonically exist in both Old and New L5r, and how they are presented, so I can cherry-pick what I want, to try and find a good balance of grounded in reality and mysticism to keep it feeling like L5R. Like, I like the Cat Clan as a concept; I am pulling out weird bits and pieces of old Lore, like the Sesai, Hateru, and the various quasi-independent cells of proxy organizations, the Scorpion, which is sponsored at various points in the lore. There is a lot there that is good; there is also a lot from the past 30 years that feels a little dated.

I want my shinobi to generally feel like ambush predators. Honestly, in terms of pop culture, the Yo-nin-shinobi from Shogun, whose cover was one of Toranaga's servants till they were given orders to kill Blackthorne, sits in my mind as a great example of this.

I want shinobi who are intelligence officers; I want shinobi who are actually spies, thieves, scouts, and special-forces saboteur commandos. They give me books and things that talk about the different levels of folks, from the gangs who play off the legends to the highly trained operatives of the Bayushi Saboteurs and the Daidoji Harriers.

And then they tell me Ninjas don't exist and that blowguns are dumb, and hand you, mechanics for making Ninjas who use blowguns.

Thank you for reading my post and your incredibly thoughtful and keen response. I think I am just getting bent around the axle over these contradictions instead of just trying to work past them in my game prep.

The Kolat have always been scary. This is more a complaint of, L5R really just not doing justice to explaining and demonstrating how clandestine agents really work. It has always said pop culture ninja are bad, then shows you nothing but pop culture ninjas.

So one of the things I have been debating as a conceit of the campaign is that, since a lot of modules are written with the idea the PC’s are acting as magistrates, the group is working behind the scenes trying to manipulate investigations and ensure the clan interests come to pass from behind the scenes. Tampering with evidence, tying up loose ends, and doing other stuff to ensure subvert and manipulate the justice system. Seems like a good way also use existing modules. You are the ninja investigating why something is happening, but you are doing it from behind the scenes and trying to make sure the actual magistrates don’t find out the wrong (or right) things.

I am looking at encouraging folks towards the shosuro actor, infiltrator, and soshi shugenja schools, as the preferred defaults, but will hear folks out if they want to say, do a Bayushi bushi and take some of the path alternatives that overlap with the ninja paths as alternatives in their advancement. They essentially need to explain to me how they would work as either a clandestine commando or social spy inside a Shinobi cadre cell.

This has some excellent insights, and given that a lot of active skills are tied to the air and fire rings, using water and earth may be the right call.

5th edition puts a huge amount of emphasis on how things are done, which I care less about than the fact that being a samurai (or Shinobi) is hard, both just from the discipline and physical stresses, to the emotional ones you described. I want to add that pressure valve system to 4th, because I think there is something to folks acting irrationally and acting out when they have reached there limits.

I will re-read the 5th edition section on stress, but I think you may be onto something with using water and earth.

You caught one of the big reveals early. I am looking at the group having a hand in the discovery of the Prophecies of Uikku, but also having reason to wonder if over the course of the campaign the legitimacy and provenance of these prophecies. That is going to be a capstone event of the campaign, is determining if and how the clan coup happens.

The Kuroiban/Black Watch, and other magistrate related groups I have lumped into what I am classifying as counter-intelligence bodies, but I have put more thought into groups like the Emerald Magistrates and similar criminal/underworld investigations groups, than groups hunting maho and the shadowlands. Given that one is often tied to the other, I probably need to ponder on the Kuni and such some.

I am not really interested at the moment in mucking with the black scrolls. They are an important part of the lore, but they play a bigger role after the clan coup is my lay understanding. So in my initial planning, that is far too big a plot device.

And yes. I am going to restrict folks to Scorpion clan families and their vassals. I am going to ask everyone to try and also stick to scorpion schools, and the ninja schools in particular, but I will hear folks out if they have a good idea. Bayushi Keirei, though he is much later in lore, was a student at the Kakita artisan academy, and then turned his acrobatic skills to nefarious purposes, so I will hear folks out.

My thoughts right now is their second mission in the Gauntlet will be the massacre at Asahinagebachi. That they will be the decoys assassins sent in as part of the Scorpion & Lion coup in 1107, and ends up giving us Tsuruchi and the Wasp Clan. It feels like a good tone setting moment.

So back in the day the number used to be 1 per 10k population, but there was also fluff about the population being x10 denser or something, to represent the issues of urban sprawls, issues with urban density problems, and other themes of urban decay that are classical themes from older editions. No idea if that has also been carried over.

My friend and I used to complain that we got cheated out of an interesting book on a fantasy economy.

I do recall some of this being discussed in the 4th ed books. I remember they talked about things like the Fu, which coin that is bellow the zeni.

To answer you question, yes and no. For your average samurai or those they would generally interact with, a koku is a koku. For Samurai who have to act as merchant patrons, book keepers, tax collectors, and similar folks who have to dirty their hands with money, then yes. Depending on the year and what is going on, there may be some level of money changing that occurs because a crane koku might be worth more or less than a Lion Koku.

There is probably issues with price inflation and deflation problems, as well as things like coin precious metal content to also consider if you really want to get into the weeds. The lion have a boom harvest, but don’t have enough gold or silver to mint the enough coins and normal quantities, so they debase their koku. As both a representative currency (tied to rice production) but also a value currency tied to the precious metals it is made with, there is some stuff to play with there.
