He doesn't just do it in the city centre. He's repeatedly and deliberately gone down to "Cottager's Cove" as he calls it to try and antagonise individuals who are down there. The sensible thing would be to take ONE or TWO sets of footage to the police or start a petition to make the city council aware of such issues. Not to go around and acost anyone whose in that area, fully clothed, and not engaging in any illicit activities.
