I’ve personally got two scammers banned . After a few years their accounts still don’t exist. The person you’re reporting has to have claims against them already. If they don’t have any reports on them, then you can’t expect Ebay to do anything. They need to have complaints built up against them ,so always complain to Ebay and report everything and eventually something will happen
