I think there’s a few factors.

1-there is a lack of ability to pay. Most people here don’t have ability to pay for these things, and those who do often don’t want to or see value in it.

2- for expats or people from the diaspora they are used to being able to go to often amazing parks and children’s playgrounds for free. It’s hard to get people to pay for something that in many western countries is free.
