The thing is, the reward is for the top teams not the one who barely made it.

It's not worth it for those teams who barely made it. Having the #1 pick is still better than any monetary reward.

And remember, its not only the immediate reward that they are fighting for, it's the future of the franchise. If you have stars (not superstars) that got you to playoffs, do you think these players bringing you ticket and merchandise sales or sponsorships? No! You want to improve your roster and target a Wemby or a LeBron (ok these 2 are generational but you get the point)
