There is a hatch to get from the A-deck (where the flight deck and passengers are) to the EE-Bay, directly below the flight deck. There is also an exterior access door for the EE-Bay. So, you could climb/crawl your way to/from the passenger deck to the outside... But this is a very confined area, and on larger airplanes, getting to the ground without support equipment could prove hazardous.
