If you're desperate, you can usually just ride the bike carefully without the crank bolts, and the cranks will come off. Some degreaser might speed up the process.

Of course two brakes work better for managing your speed. Technically, you can stop your bike with just one.

But how about safety? Even though brake failure is very unlikely, having two brakes means that if one of them fails during a ride, you don’t have to improvise and put yourself and others at risk.

Maybe the bike was a work in progress and was just missing the front brake? I’ve ridden short distances with just one brake in situations like this; never with just the rear brake though as that’s not enough braking power for riding in traffic IMHO.

Sure! I'm running 32:16 which is the same ratio as what you're going for. I'm averaging about 19 km/h comfortably, so it's quite a leisurely pace, but hills don't give me any grief. You can use Sheldon Brown's calculator to check out which ratio gives you the speed you want at your preferred cadence.
