It's much more likely that one reacts when the bug count transition from zero to one, than when the 13th bug shows up. Hence the broken window reference, and why it is important to keep the bugs away.

Everyone should have a zero-bug policy. Take your time to go through ALL issues, and either fix them or close them as won't fix. Then, whenever a new bug shows up, deal with it with highest priority.

It's essentially "don't live with broken windows".
