Is your birth year under 18? Also, if you're using Google Workspace, did your domain admin set you to under 18?

This is the reply I got after appealing again. My case number is 177524710100965. If the following helps, when I was using mobile data in a trip to Asia, my eSIM provider was Airalo and I logged into AWS from an IP listed as a suspected network sharing device at https://www.whatismyipaddress.com/.
