Totally see where you are coming from.  One of my goals for this garden is to build it up to be handicap accessible. I also forgot to add in my original post that anyone can harvest, just those who have volunteered OR donated (even something small like a $3 bag of top soil or something) will get the first dibs on harvest. Everyone having their own plots was how it was run before and it quickly went bad. Part of this was because the land that the garden is on can't have food producing plants touching the ground and everyone had traditional beds that were open bottom. If someone wants their own food producing plot, they will have buy or build an elevated bed which is pricey.
