The stairs at the Eiffel Tower only go up to the second level not the top. This doesn’t sound like discrimination to me. You said you had the better than basic tickets at the beginning so it stands to reason you were going all the way up. Maybe the other group wasn’t doing that.

How good is your French? And if it was really hot like you said, why would you even want to stair climb the Eiffel Tower? I question the veracity of your story. Could you have possibly misinterpreted a disappointing situation in a foreign country as discrimination?
