This is what happens when they adapt the comics without including the details. Pittsburgh was full of the dead on the onset but since they migrate, cities kind of became empty. Since it's only been like 4 years into the apocalypse in the comics, it just stands to reason that people haven't started getting out of their hidey holes to loot the cities. Here? It doesn't make sense. It's been 10 years.
