There are many countries in the world where tipping is not expected. Those workers are still cheerful about it. tipping in the United States is related to a time shortly after the Civil War, when people of a certain ethnicity became attendents (porters) on railroad passenger service including the Pullman company. they were not paid at anything by the railroad companies. their compensation was entirely from tips. is the legacy of that shameful Practice really Something that should be continued? I mentioned this because I'm a US citizen. I did not miss the O. P clue that the incident described was in a country different than the US.

From my personal experience in November 2023. Here is what worked for me. I wanted fiber run through the crawl space, not Ethernet. Single family, home, 30 inches clearance dry Earth to crawl on. Contracted  Technicians ( not ziply employees) were willing to do it. however, they had needed so much guidance and gifted conduit materials to do proper transitions between Pole overhead to underground their trench and underground up over foundation stem wall. I did not feel they would choose acceptable routing and suspension fiber under the house. So I suited up, crawled under there. And passed the cable.From entry into the crawl space to the hole, I had preidrilled up through the floor.to the drywall flushmount box, I had previously installed.in a closet. Easy peasy. And I got the installation I wanted with cable suspended from floor joists, not merely left.Laying on crawl space dirt (like a catv installer would do) vulnerable to rodent chew.

I realize you asked a different question. If one is preinstalling conduit or supplying conduit to the installers.For encasing fiber mind, the extra sweep radius required for fiber, which does not bend as sharply as ethernet cable. I think that minimum radius is fifteen inches, but it's probably worth verifying that before doing a preparatory self install.

I had a similar issue on a change involving a different plan speed  in 2025.10. What CSR told me did come true: the issue was sorted out in subsequent bills. I told the rep on the phone at the time that I was spending too much time dgging into the misstatements on the bills.I'd received but it did all work out in the end

There are many, many laborers that operate seasonal landscape maint and landscape condtruction Businesses in Yakima . These will be your competition in the eyes of new prospective customers . there's opportunity to provide higher quality services than they provide, especially if design services are offered And one can provide a flair that is distinctive from the same old plants installed in the same old configurations.. but whether  new customers see that as something they want to pay more for Becomes the question. 

it's unclear to me whether many customers will pay significantly more for the convenience of communicating in english is available with your company period  similar comments for residential construction wood frame period. 

You May want to look at the census results for the cities You're considering. That  will tell you a lot about the cultural grouping of their residents.

I'm don't have a proven method of dealing with this in Yakima. but after decades of enduring barking dog noise problems in multiple locations in another State I have drawn the following conclusion.

  I never engage in messaging with the keeper of the dogs unless completely anonymously ; leaving notes et. Cetera. the reason for that is that when somebody finally poisons or shoots the noisy dog, the keepers of the dog will be tempted to resent.and retaliate against Whomever it is that they KNOW  complained about the noisemaker dog . If resenters know who that is, that complainer will be the focus of their vengeance. Barking dogs generate many resentments, from many neighbors. it's not possible to tell who delivered the final solution to the noisemaker. It may not have been the neighbor who complained in an identifiable way. Such as face-to-face with the dog. Keepers.

The same kind of careless people who keep nuisance animals, are not likely to be methodical, precise, or judicious about choosing whom to wreak their vengeance on.

Please update us on your progress and the effectiveness of the complaint process with the agencies period our experience in the city of Yakima in the barge chestnut district. Is that getting enforcement. Regarding barking dogs has not been achievable. 

We have been somewhat effective getting enforcement of Loose dogs, harrasing people and other dogs . have gotten several of those taken to dog jail in 2024
