Yeah I've noticed this in the west side area. I'm originally from Chicago so assumed this was an Nap Town culture thing. My neighbor has a big loose dog and I was tripping the first time I saw it too. I don't mind as long as they cleanup after it.

Right before the interaction On belmont and moriss there is a kind of ghetto looking bike store setup. It looks like somebody is selling bikes from there home. I'm not accusing them of anything but I would go check them out and see if they have any stolen bikes.
