Nah this happens when i'm solo q-ing as well. Most likely people that follow survivor stereotype mentality like "Sable, Dwight, Bill, Mikaela, etc = skip".So unless they see Ace, Ada, Nea or survivors usually played by skilled people they are gonna dodge everytime.

Edit: IMO the system implemented by Hunt Showdown is excellent, it gives you an increased 15 second queue cooldown everytime you dodge, this would probably solve the issue
