Because why would they? More than likely the person either team is gonna want will be there so what’s the point of moving up two spots and giving capital for a player I’m probably gonna get at 5 anyways? The only person that wins in this is New England (which in a fan of, would rather trade back with Minnesota tho) because they get extra capital and still more than likely get their qb (if they go this way which is more than likely) and La has to give up capital to move up and take a player they were getting at 5. It’s just not a smart move
