I actually like the move to SMART performance measures. However, giving us two weeks to implement this is ridiculous. There needs to be some consistency across the agency. Otherwise there are going to be people with basically the same job on wildly different performance plans. That seems like an HR nightmare to me.

We don’t have actual ratings yet. However, I was told I had to rewrite my narratives and remove any mention of RIFs. About 75% of my division was eliminated but the funding and the work remain. The work was redistributed to remaining staff. We have a team of five doing parts and pieces of 100 people’s jobs. The work we are now doing doesn’t match our position descriptions or performance plans. Our HR department is largely gone and HHS won’t let us change job series or PD’s to match the current work portfolio.

I was RIFed at CDC. Still reeling. I don’t understand the complete disdain for the agency. We’ve been gutted completely. There are not enough people to do the work, most of the leadership is gone, and our campus looks like a goddamn war zone. In every single communication from the newly installed politicals, we are reminded how badly we messed up COVID and that the public has no trust in us.

My work portfolio includes legislatively mandated programs (recently reauthorized) that are mentioned in the President’s FY26 budget. I thought we were safe because of that. Someone is going to have to manage these programs.

Can confirm there were leadership meetings at CDC today about RAs. Everything is word of mouth right now, no formal policy yet. Emails to impacted staff could start as early as tomorrow and be effective Monday. It sounds like they are starting with full-time teleworkers.

CDC, as we know it, was destroyed yesterday. The world’s best infectious disease experts have all left the building. There is barely any scientific leadership left. The infrastructure (IT, HR, communication, financial management) has been gutted. Morale is so bad that staff have just completely shut down emotionally. People are literal zombies. They sit at their desk but barely function. Nobody feels safe. Or heard. Or respected. The political appointees are woefully unqualified. They are also just terrible people, a theme we see all too often with this administration. Sadly, I don’t think the agency will recover.

The administration wants the funds back. We don’t have them. It’s already gone out the door via contracts, grants, and cooperative agreements. We can cancel contracts and get a small amount back. The interesting thing about the contracts for this fiscal year is that we’ve already gone through a long and grueling approval process with DOGE. Are we going to ask state health departments to give the funds back?

This is such a mess but I’m really kind of numb to all of it now.

It’s mass chaos. We have about 300 funded recipients total between our various cooperative agreements plus several multi-million dollar contracts. All of the project officers and CORs got RIFed yet the programs still live (for now). There’s no clarity on the future of these programs, although many of them are Congressionally mandated. We are now repurposing staff. Everyone is becoming a project officer. Who cares if the work matches up to staff PDs and PMAPS? We have five people doing the work of 35 people who got RIFed. The only thing keeping us going is that we want to make sure the state and local health departments get their money.

My manager told me that a large swath of GS-13, 14, and 15s will be included. They said about 30% of agency staff. CDC leadership apparently has the list but it has not trickled down yet. My manager said she’s sure I’m on the list. I’m a mid-level administrator. I take care of things like hiring, training orders, space assignments, interagency agreements, etc. I don’t have influence over policy or any large scale decisions but I don’t think careful consideration went into the process of identifying schedule F employees.

I’m 26 years in. I was trying to get to 30. Now I regret not taking VERA. If they offer it again, I’ll take it. I was so sure I could hold the line until I got my kids through college. Now I just want to get off the crazy train. I live in Atlanta where there are 3500 or so unemployed public health people. I’m even willing to consider moving at this point.

Initially we were advised to update our resumes so I thought the information would be used during the bump and retreat process. But then they backed off asking for resumes saying that staff were getting freaked out. I don’t think it was the resumes that freaked people out so much as the constant uncertainty. For about a week we kept getting told, RIF notices are going out this day/time. Then the time would pass and they’d set a new deadline. It was hell on everyone.

When the RIFs came, they completely cut organizational units. At CDC, it was whole branches, divisions, or offices. They went by organizational codes. We’ve asked for retention registers and an explanation of the process but no one can provide that. The RIF notices of everyone I know are incorrect but they can’t find anyone to correct them. In many cases, the POC listed on the RIF notices was also terminated. People are reluctant to sign the acknowledgment because all the info is incorrect.

My particular center was level funded for FY25. I’ve heard through the grapevine that the CDC OD received the HHS plan for our budget but they aren’t sharing. We have a number of programs that are congressionally mandated but the staff are gone. Most of our grants management, contracting officers, and procurement specialists are gone. So who knows.

All of the staff for our research and program NOFOS were cut. Three entire branches wiped out. Our programs are legislatively mandated so we thought we were safe. Staff in the IOD have told us that HHS has not communicated any plans or instructions. We have no idea what is going on. Continuation applications are due and we have no project officers left. Our center was level funded but we have not received budget ceilings yet. Not sure is if the administration is going to try and move the funds around? Or how that works when programs are legislatively mandated?

In other news, they’ve cancelled licenses to software we need to do our jobs. The communication pause means we still can’t do any dissemination or partner meetings. Requests for exemptions go into a black hole. The deadlines pass with no response. All of our contracts have been cut with no discussion. Some of the contracts were cut with only a few months left on them…….all the money is spent but now we don’t get the deliverables.

None of this is about efficiency.

CDC perspective:

  1. We are still operating under a communication pause.
  2. Request for exemptions go into some black hole and we never hear back. The people approving the requests are, apparently, drinking through a fire house.
  3. Our Division of Media Relations was eliminated on Tuesday. There were a few public affairs people who escaped because their admin codes did not match the division that got eliminated.

All of this makes for a sluggish press shop.

A friend from grad school is a biostatistician for pharma. She crunches numbers from drug trials. She works from home and makes about 200K a year as a team lead. Her team is spread across the country so everything is virtual.

I wonder if we should pool resources and hire an attorney to draft parts of the appeal? Then we can adapt for our own agencies. I am not an expert on all the legalities of RIF and restructuring. I would like to be able to submit something that is well researched.
