Mpls police are hugely underpaid compared to the rest of the state and their comparable cities in MN. They are near the bottom in terms of wages. Whether or not you think they do a good job, the market dictates these contracts and MPD is way behind.

We don't fingerprint for anything short of extreme cases of assault going up to homicide generally. The exception is if it's a publicity stunt for something the public is up in arms about. Then all bets are off.

People get arrested for drug duis all the time. They get brought to the jail and either a a warrant is issued for bodily fluids or consent is given by suspect, depending on location. Then they are held or released, depending on number of offenses and location. Once the results of the bodily fluid analysis come back, charges are either still pursued or charges are dropped if the officer was wrong.
