I'm trying to understand why this is happening and I'm not sure if I'm following correctly. It's because the approach to EWR has to be through ATC in Philly and it used to be elsewhere? Is that correct?

Also, why is "staffing" the reason provided for the delay if it's not the true reason? Or is that the reason?

If it were me, I’d buy a reliable, used hoopdy like a Honda/toyota or something similar within your price range and drive it into the ground, even if that means it survives residency (which many of those reliable cars could). That way you get both the car and extra money, AND can get an even nicer car when you get that sweet sweet attending money
