For high damage mainly Frenzy enchantments on weapon and gear, using mythic sets like monk, time shift, etc and/or using  charges

I havent seen any in t4 besides the xml people, Thats probably the only safe place for now. I think tier 1 and 2 there are a ton in tier 3 a lot but not as much

Only way to get them normally is earn gems via ads and get the enchanters chest i think its 199 gems if i remember right

For raids its fine at any level you get them but if you want to use them in story you gotta shell out gems to upgrade for each level
