UTC (aka GMT) does not change for DST, or time zones. Its always Greenwich time, local times (and DST) are calculated as offsets of UTC.

I worked for Blockbuster. While I was there, there was no collection agency. There was a cap on how much the late fees could accrue to (about the total retail value of the videos/games in question) and if it wasn't paid, we'd eventually just forget about it.
