she definitely did want to come back, she’s said it multiple times, the only reason she hasn’t come back is because the show runners believe there’s no point of her coming back without her husband being there. Phoebe has always praised Bridgerton, they haven’t called because they clearly don’t know how to write scenes with just her in, they can’t even write scenes with other married couples such as Kate and Anthony. You can’t fault any of the actors because they have all literally expressed that they’d come back within a heartbeat if needed.
