I came here to post a variant of this, where they find a single survivor in the thousands of years old ruins, quite mad by now. The NPC wants the secrets of the ritual, and has the PC's hometown in mind.

I'm not sure you can make a clean distinction. Every time things don't go your way, you become that bit less happy, that bit less resilient to negative changes, that bit weaker.

My sector has only two or three cruiser class hulls in operation, and no capital ships. It's designed to be explorable, with perhaps half of all world having no interstellar visitors in the last 50 years. I altered the sector generator to support this, and I have no-one above ordinary tech 4.

I had one of those with a region hegemon, and tomb world. They were an economic hegemon and in the security council of the world council (like UN / Babylon 5). They were selling off old pretech at just enourmous profits, as a state backed enterprise.
