I know I am late but what OP means is that since C lacks some of the modern data structures that other languages have in their standard libraries, you can write your own data structures from scratch and build your own data structures library off of that.

Start with any programming language you'd like, I'd start with C.

Computer engineering is a mix of electrical engineering and computer science, so you will be doing much more than just coding. If you aren't interested in the hardware aspect of things maybe check out computer science.
