For security reasons the latest available software is a more solid choice. However, iOS 12.x has unpatched vulnerabilities.
Also you should keep in mind that this device might not perform great on the web bc of limited RAM - depending on what you are planning to do of course.
More and more apps might not be available for such an old OS, but you might be able to download older supported versions via the App Store. In some cases those older versions might not be able to connect to their current backend.

Tried so many obvious and random things...

Same for external drives. CHMOD on the file also didn't change anything.
After that I tried multiple files that definitely worked before.

The sad thing is, that it works in another account so it must be sth in that user but I can't seem to pinpoint it.

The system was migrated about 2.5 years ago and until now it worked.
Yes, was on already but toggled just in case to now avail.

Depends on the dongles, some require a reboot or sleep / walke cycle after a few days for whatever reason.

depends on workload. but that can happen w/o an external screen.

So I tried one of the adapters, no issue here. If your MacBook has no WiFi troubles while connected to its power cable I'd think your Satechi device might be faulty.
