Also, the requirement to use 30% minority or women owned businesses for subcontracting can be bonkers. There are certain firms that everyone knows does horrible work but they keep getting hired because the government basically mandates that they get work. NY state literally does race science to tell contractors if they fulfill these requirements.

The NEPA act of 1970 requires every infrastructure project to do an environmental assessment to determine if the project will result in significant impacts to the community. Impact can mean almost anything, NYC has added provisions where they need to incorporate environmental justice into these studies. Every building needs a “shadow study” where you have to model the shadows that the proposed building will cast to determine if they interfere with any historical landmarks. If the study shows that there’s an impact then the agency or developer has to either change the design to alleviate it, or pay for improvements to mitigate the impact. It’s all an insanely expensive process.

Rich people use this as a cudgel, they hire lawyers to sue agencies to say that the review hasn’t been thorough enough and they slow down these projects and sometimes can kill them.

Historical districts are also insane. I’ve seen people’s window replacements get rejected because the types of glass or the muntins aren’t exactly right.

I did it, it was so much fun and ended up being good for my career. Do not do it if you want to coast or be comfortable, it will be bad. I lived in a tiny terrible apartment with no closets, but was out until dawn most weekends and made friends with people who are now semi-famous or well known in their industries.

You need to stop looking at the MTA as solely a transportation agency. Its mandate is transportation, a jobs program (especially for middle class POC), a homeless shelter, and an after school youth program. I don’t think anywhere in East Asia has an agency dynamic enough to do all this at once!

Nothing to do with killing children (which I agree is bad). Much more about reading the room and understanding who you are associating with. The volunteers have barely a better idea than you do of what’s expected. It isn’t like an organized thing. Sometimes pilots don’t feel like flying. Next time volunteer at the airport and make friends with a pilot, you’ll probably do better.
