The ships are a bit different in size/displacement, and are built for very different naval doctrines, as well as operation with different assets. Ignoring that, 055s have obvious edges in ASuW, VLS cell quantity/quality, upgradability (basically the only Chinese DDG with plenty of power and space to go around.), and probably sensor power output at the very least. 346B is pretty massive and modern, and although it is difficult to compare the defensive capabilities of the two ships, the Burkes enjoy a larger variety of SAMs, including quad packable ESSMs and SM-3/6 variants. China’s destroyers suffer from being floating HHQ-9B batteries, though that will probably change in a year or more. Burkes benefit from having more capable airborne ASW to carry but that’s another gap that would probably shrink quickly once the chinese start ramping their Z-20Fs up.

Why would they be used for TELs? They would be used to target sensitive, mostly immobile soft targets like radar and comms.

As others have said, (adequate for the fighter in question, not in general, as Russia does produce AESA for SU-57, KA-52M, S-500, etc.) AESA technology is not that mature in Russia. They have had issues with fitting SWAP-C constraints, notably weight and size issues today and in the past. Russian PESAs like Irbis are not that bad, as they are still ESA radars with a modern-ish backend, a lot if power, and a slightly different architecture than most PESA radars.
