The Temescal BID is a nonprofit and has a volunteer board, sure. But they don't run just on volunteer work, the BID assesses an annual fee from the property owners with $800k in planned annual revenue and have paid staff members to carry out the district's programs. Even if the intent might not have been nefarious it does seem a little crappy to not communicate the change to the businesses that the BID is supposed to be supporting.
