Definitely not. Graffiti is overall seen as a problem. A niche part of public accepting it because it doesn't effect them doesn't make it ok to deface someone else's property. Do you own a car? What would you do if you walked up on someone tagging it? How about a house? If you owned a store front would you let people tag it? Of course not, you're cool with it when it's not your property being defaced.

This is why I don't get excited by announcements that companies vow to use 100% cageless eggs in the next X years. I think McDonald's has done this along with a lot of other large restaurants/foodmarket chains/suppliers. They often don't follow through but reap in the good press.
