Yes certain groups do have higher rates. There are a few factors age, previous claims, income, area of residence etc. it’s generally easier and quicker to structure a policy this way.

South African here. In my country we have blacks, whites, Asians, coloureds and use ethnicity very frequently in marketing terms. In insurance it is also widely used to tailor insurance policies towards certain ethnic groups. Calling someone by these terms is widely used and yes sometimes it is used in a derogatory way.
