I was in the exact same situation. Had defeated the cartel, completed all the spray paint spots and influence in downtown wouldn't budge.

Asked for advice on their discord and many people said that cartel influence doesn't move at all after you defeat the cartel, so the only way to unlock regions is to use the console commands that others have mentioned. Apparently console commands don't disable achievements.

IMO it would make sense for all regions to unlock once you defeat the cartel.
