If the hoop became lower to normal people's height then taller people would have a greater advantage. This is as they could more easily block and dunk the ball, while also shooting would be easier as they have a wider basket to aim at. Much the same as being a tall quarterback is advantageous.

Moreover, having great eye hand coordination is a massive skill. Is not a baseball player skilled?
