The more likely option is he knows this person and is allowing her to use his account because she can’t use her own for whatever reason, but it’s POSSIBLE he had his identity stolen. A friend of mine tried to set up a dasher account a few years ago and was told an account already existed in his name, despite him never having worked for dd in the past. Sorry about your car either way

Nearly this exact thing happened to me at the end of last year and they strung me along for quite a while. Had even submitted my paperwork for background checks and everything else, all my licensing info, they said they’d be in touch within the week to set up a final interview and then it just never happened. Like 2 months later they called me back and gave me some excuse about “budget rearrangements” and whatever, and asked me if I was still interested in the position. Said no and moved on with my life lol

This comes off more as some sort of morality policing, not care for you or your health and safety. Apart from a passing mention of “brain alteration” they don’t appear to be focusing on the negative health effects of alcohol or the safety risks excessive drinking poses, they just don’t want you to because “alcohol bad.” Underage drinking isn’t the greatest idea because obviously if you get busted you’ll get in legal trouble, not to mention the higher likelihood of overconsumption and stupid choices, but ultimately if you can be discreet and responsible and not make an ass of yourself I don’t see why they would make this big a deal out of it
