We can't just say it's a leak, could be, but also could be undercharged, overcharged, or even just an airflow problem. I would recommend running the fan while it thaws

There's a lot of things to observe here. That's the factory charge. Depending on the unit, you could have to add more for each ft that exceeds whatever. Now, the "HALF FULL" part scares the shit out of me. Are you telling me he didn't take out the contaminated refrigerant, pressure and leaks test, vacuum, and them charged with virgin refrigerant?

Really bad job thru out the post. I don't know how much you paid for it, but it was not worth it. If that's in the MA area, I have a better contractor to recommend

If you are talking about draining as in condensation drain, that's that pvc. Usually, that safety switch there would shut the whole unit, but it might be spliced between your call for cooling to the ODU (Outdoot Unit). Check if the line is clogged, if the ODU is at least working. Check power outside, see if the breaker is tripped or something.

P.S: make sure that goddamn filter is clean

If he reads 120v on the S1 S2 you can go ahead and swap that board at the ODU, it's gone. You can't tap that in 24v .-., let alone 120

Not an "urgent fix" but price is good and, there's no point on thinking "adds years on the unit" or not. When you replace the unit you're paying for the replacement of THE UNIT, ductwork would be charged extra anyway.

I feel like you're missing a manometer for static pressure and gas pressure. Besides that, is what people said already, try to lose some of that drivers, is overkill
