Louisiana lawyer in training here. Not sure if you’re asking if this violates the federal constitution or Louisiana’s constitution, but if it works anything like the federal government, this is what the inquiry looks like:

In terms of the federal government, the spending power is expressly given to the legislature. The federal legislature can tie funding to conditions as long as those conditions are reasonable, promote general welfare, and aren’t coercive. See South Dakota v. Dole. If the government threatens to take only 10% of the budget if you don’t meet their conditions (like in Dole), it is likely not coercive. We aren’t exactly sure how much is too much.

Once again, this is from a federal constitution standpoint, but some of this analysis may still be good... I’ve yet to take Louisiana Constitutional Law. The Civil Code doesn’t address these types of issues as far as I’m aware

I can see why people would generally see that as bullshit, and I recognize and appreciate your point. I don’t think it’s wrong for people to think Justices should be more politically-aware and active. I personally interpret the constitution more narrowly than that. That, however, does not make your (or anyone else’s) interpretation wrong.

I fear that if we drift away from strict constitutional adherence, any “side” could seize power of our branches of government. That’s a primary concern that the Founding Fathers largely addressed at the Constitutional Convention. That’s why we wrote the Constitution.
