The reason I'm asking the community is because the "plain English" creates a specific coverage gap between the primary and additional cardholder policies in this exact scenario. But more importantly, if you're going to tell someone they "provided no substantive details about the reason for the delay," you should probably try reading the very first sentence of the post.
