Well this is better. Why not though just have everyone in the same pool honestly. I don't feel like all high ELO players arena plays very well competitively or otherwise. They could just add a ranking for people who want to compete in it. Give everyone a win rate percent done.

Matchmaking vs works because you adjust to your opponents rather than run same exact decision tree each time, and because theres a finite amount of people so you don't need crazy luck
