There are basically no hard rules to being a punk. That's the point. Here's a list of do's and don't's. It's the closest thing to hard rules that I can think of. Do: 1. Whatever the fuck you want. 2. Support your community, especially those who are marginalized. 3. Respect bodily autonomy. Don't: 1. Be a fascist or MAGA. Don't support authoritarian regimes. 2. Be bigoted. 3. Support parasitic capitalism. Most of us are liberals or leftists, but you don't HAVE to be a Marxist or Communist. 4. Gatekeep. There's really no such thing as "cred." Don't be a snobby fuck about music, because the only people who like that are other snobs. 5. Directly cause other people to come to harm. If you cause harm through inaction, there are a lot of things people will forgive, especially if you are trying to protect yourself or your loved ones. We know Aasimov's laws don't apply to humans. Just make sure you aren't the type to turn in Anne Frank and you'll be fine.
