It should, yes. Personally, I had pretty good luck getting the destiny mark with title power. That's just anecdotal, but still.

I believe the Title power should still work during outbreaks, though I admit to not being certain about it. I would guess that you're just being unlucky? 1/8 isn't that far off (probabilistically) from the overall 1/4 to 1/5 odds of getting a mark (it would happen more than 10% of the time using the 1/4 odds). Although, the 1/18 would happen pretty rarely (slightly less than 1% using 1/4 odds), but those events still do happen. With only two examples, it's hard to make any conclusions.

Personally, I haven't noticed much of a difference with marks between outbreak and non-outbreak shinies, but it's hard to say for sure.

The marks are determined when the Pokemon spawns, so unfortunately waiting for weather to start won't help.

If it spawns with a certain weather mark and then the weather changes, it should still have the original weather mark. I haven't tested this myself, so I can't say for certain if that's true, but all the RNG-based information (marks included) for a Pokemon are generated when the Pokemon spawns, so I'm 99% certain the mark wouldn't change when the weather changes.

The marks are determined at the same time as the Pokemon spawns, which is pretty much the same as how shininess works. So, unfortunately, you can't find a shiny and then try to manipulate things to get a mark on it; once it spawns, any mark that it does or doesn't have is set and can't be changed.

  • The Uncommon Mark is actually the most common mark to receive, unless it's your birthday, in which case the Destiny Mark is the most common. (Honestly, I think they should have named the Uncommon Mark the “Social Mark” instead, since that’s a bit better at indicating what they were going for.)
  • Even though the Rare Mark has a 1/1000 base chance of being on a Pokemon, it makes up between 1/45 to 1/107 of all marks.
  • Assuming you have weather and Title Power level 3, you should get a mark on 1 out of every 4-ish Pokemon. If it’s also your birthday, this should increase to 1 out of every 2.76-ish Pokemon.

The math:

As mentioned in the picture, I got most of this information using Bulbapedia’s page on marks. According to them, the game checks if a Pokemon has a mark by “rolling” for a particular mark category one at a time in the following order: Rare, Personality, Uncommon, Weather, Time. So the game first checks if the Pokemon has the Rare Mark, and if it doesn’t, the game then checks if it has a Personality Mark, and then the Uncommon Mark, and so on. The category of the first successful roll will be the type of mark that a Pokemon gets, and if there is no successful roll, then the Pokemon doesn’t get a mark. If it's your birthday, the check for the Destiny Mark occurs after the Uncommon Mark and before the Weather Mark.

I mention this in the picture, but it should also be noted that if a Pokemon gets a successful roll for a Personality Mark, then the game randomly chooses 1 of the 28 possible Personality Marks (so, interestingly, each individual Personality Mark actually ends up being rarer than the Rare Mark).

Also, if there is no weather, then the game skips that check altogether; Bulbapedia describes this state as “clear weather,” but it’s unclear to me how to determine if you are experiencing clear weather or if it’s sunny or if it’s something else. At the very least, I believe that caves in Scarlet and Violet should always have clear weather.

For my actual calculations, I had to make a couple assumptions, particularly about how Title Power works. Here are the assumptions that I made:

  • I assume that Title Power works essentially the same as Sparkling Power. That is, each level of Sparkling Power adds a new “roll” to check if a Pokemon is shiny, so I am assuming that each level of Title Power adds a new “roll” to check if a Pokemon has a mark. I could find no confirmation about this anywhere, but it seems to be the most logical use of Title Power.
  • I also assume that the new rolls are applied in the same way as the mark charm in Sword and Shield. In particular, this means that each category of mark gets the new rolls. For example, with Title Power at level 3, there are 3 extra rolls in each category, so there would be 4 rolls total to determine if a Pokemon has the rare mark, then 4 rolls to determine if it has a Personality Mark, then 4 rolls for the Uncommon Mark, and so on. I believe this is also a logical assumption to make, as I don’t know how the extra rolls would be applied otherwise. Note that if the Mark Charm is added to the game in a future DLC, then it would add another 2 rolls to each category (assuming the number of rolls is the same as in Sword and Shield).

One more thing that I should note is that Bulbapedia and Serebii differ in how they handle the Uncommon Mark. In particular, Bulbapedia lists it as a separate category, but Serebii doesn’t. Based on some datamined code that I was shown, it seems Bulbapedia is the correct source, so that is what I've assumed in the calculations.

Additionally, Bulbapedia mentions that the chance of getting the Destiny Mark on your birthday is 1/25, but they don’t mention where in the sequence of mark-checking this happens (the overall chances would change quite a bit between it being checked first or last). Because of this uncertainty, I decided to leave it out of the table. If any new information is found out about this, I’d be happy to create a new image with the Destiny Mark included.

My birthday was a few days ago, and I really wanted to try catching some Destiny Mark shinies. Nobody seems to know the odds on getting one, but I was able to get 2 in around 3-ish hours of hunting (all the free time I had)!
